Chirplume is directly listed as a wild encounter at Raven Ridge. Its egg information counts four sources and names Chirppy's Egg and Chirppy's Shiny Egg, connecting those hatch routes to the first member of the family.

Evolution offers another route: raise Chirppy to level 35 and use 10 Evolution Stones with 10 Flying Element Stones. This produces Chirplume as the middle form before Chirphantom.
